Department of Panchayati Raj Uttarakhand More than 70% of India’s population lives in villages. Gram Sabha and Gram Panchayat come into existence from the rural areas. Rural development and justice system have been panchayat based since ancient times. In the history of India, only those governance systems have been successful whose panchayat based judicial system has been good. The core of Gandhiji’s dream India was also the empowerment of rural self-governance. Panchayats were given a constitutional status by giving a new form to the Panchayati Raj system through the 73rd Constitutional Amendment.
This has opened the way for participation of common rural communities through Panchayati Raj institutions. Many schemes are being run for the empowerment of panchayats in the state of Uttarakhand. These beneficial schemes being run with the support of the Central Government and through the State Government have started giving good results. The Panchayati Raj Department is trying to ensure that the benefits of the schemes reach the last person in the villages.

Uttarakhand E-Panchayat 2024
To ensure transparency in the development work being done in the three-tier Panchayats and to make its information accessible to the general public, 11 applications have been developed under e-Panchayat by the Ministry of Panchayati Raj, Govt of India. Work is being done on the following 7 softwares in the state of Uttarakhand.

1 | PriaSoft | Under e-Panchayat, Panchayati Raj Institutions Accounting Software (Priasoft) has been developed, the purpose of which is to track the allocation and payment of funds released to all Panchayati Raj institutions. In this, the expenditure of the allocated amount, inter-transfer among panchayats, voucher entries etc. are monitored. |
2 | Plan-Plus | The aim of Plan-Plus software is to decentralize planning and simplify the creation of sector-wise plans at the district level, and to prepare future and annual work plans of Panchayats and Line departments with transparency. |
3 | LGD | The purpose of the Local Government Directory is to collect the details of local governments and provide them a unique code. Under this, the mapping of Panchayats is to be done on the basis of Vidhan Sabha and Lok Sabha constituencies. |
4 | Area Profiler | The purpose of the Area Profiler Software is to provide geographical, demographic (including households), infrastructure, socio-economic and natural resource profile information to the local government/panchayat. It provides a universal database and information on elections and elected representatives for planning of all sectoral schemes. |
5 | National Asset Directory | The purpose of this software is to keep track of the assets created/stored/maintained by rural bodies, such as District Panchayat/ Area Panchayat and Gram Panchayat, assets of urban local bodies, such as Nagar Palika etc. are also kept track of through this software. This prevents duplication of assets. |
6 | ActionSoft | The purpose of this software is to maintain records and monitor the physical and financial progress of the works being carried out by rural local bodies, urban local bodies and line departments under the approved action plan. |
7 | National Panchayat Portal | National Panchayat Portal is the name of a group of all Panchayat websites, whose work is to create website/data for Panchayats of entire India such as District Panchayat, Area Panchayat, Gram Panchayat, Panchayati Raj Ministry and Panchayati Raj departments of the states. Under this, information of every Panchayat is collected in the public domain. |
8 | Training Management | In this portal, information regarding training needs of stakeholders including citizens, training feedback report, training material, training attendance form, training venue etc. is uploaded for training. |

Panchayat Finance Commission 2024
Within one year of the commencement of the Constitution (73rd Amendment Act, 1992), a Finance Commission will be constituted to review the financial position of the Panchayats and make recommendations to the Governor.
Constitutional Provisions 2024
Panchayats have been a very important institution of Indian society. And Mahatma Gandhi has also played an important role in the Panchayats and village republics. Since the independence of India, there have been many provisions for Panchayats from time to time in the country, which reached its peak with the 73rd Constitutional Amendment Act of 1992.
The main objective of this Act is to provide a three-tier system of Panchayati Raj-
- Village-level Panchayats.
- Block-level Panchayats.
- District-level Panchayats.
